    Our client designs, develops, and supplies hardware, software, and integrated solutions for payment, self-service operations, and environmental management applications. They are currently seeking a Solutions Sales Manager (Public Sector & Enterprise) to drive business development, tender management, commercial activities, and strategic account growth across the public sector and enterprise markets.

    【 Responsibilities 】

    Business Development & Opportunity Development
    - Identify, qualify, and pursue new tender and project opportunities across public sector channels, including GeBIZ, and private enterprise procurement platforms, including SAP Ariba, SESAME, and direct enterprise engagements.
    - Develop and maintain a robust sales pipeline, including opportunity qualification, win-probability assessment, and revenue forecasting.
    - Establish and maintain professional relationships with public sector agencies, enterprise procurement teams, system integrators, and software consultancy partners to identify and develop potential business opportunities.
    - Represent the company at relevant industry events, business briefings, and pre-tender engagements to strengthen market presence and identify potential business opportunities.

    Tender & Bid Management
    - Lead the end-to-end tender and bid management process, including go/no-go assessments, bid strategy, solution positioning, pricing strategy, and submission management.
    - Collaborate closely with the CIO's technical and delivery teams to translate solution capabilities into compelling, compliant, and commercially viable proposals that meet GeBIZ and enterprise procurement requirements.
    - Coordinate contributions from technical, legal, finance, and delivery stakeholders to ensure timely and high-quality tender submissions.
    - Lead client presentations, clarification sessions, and commercial negotiations throughout the bid evaluation process.

    Commercial & Contract Management
    - Review and assess commercial contract terms, including liability, intellectual property, service level agreements (SLA), payment terms, and other relevant provisions, to identify commercial risks and support appropriate negotiation strategies.
    - Develop commercial and pricing strategies that balance market competitiveness, customer requirements, and margin objectives.
    - Lead or support contract negotiations through to execution, working closely with legal and finance teams on complex or higher-risk contractual matters.
    - Manage the commercial relationship for awarded accounts, including variation orders, contract renewals, and commercial issue resolution throughout the project lifecycle.

    Partner & Stakeholder Management
    - Serve as the primary commercial liaison for external partners, including system integrators, software consultancies, and subcontractors involved in joint bids and project delivery.
    - Negotiate teaming arrangements, revenue and cost-sharing models, and commercial terms for joint business pursuits.
    - Manage partner relationships throughout project execution to ensure agreed commercial obligations and deliverables are fulfilled.

    Account Management (Post-Award)
    - Manage the commercial aspects of awarded accounts and serve as a key commercial point of contact for clients.
    - Identify and develop account growth opportunities, including contract extensions, follow-on projects, and cross-selling or upselling opportunities.
    - Monitor account performance against contractual and commercial terms, proactively identifying and resolving potential issues or deviations.

    (Requirements)
    - Diploma or Degree in Business, Information Technology, Engineering, or a related discipline.
    - Minimum 5 years of relevant experience in solution sales, enterprise software sales, business development, or bid management.
    - Demonstrated track record in securing tenders or major commercial contracts.
    - Hands-on experience with government tender processes, particularly within the Singapore market.
    - Strong experience in tender preparation, proposal management, and commercial pricing strategy.
    - Demonstrated experience in managing and negotiating commercial contracts, including pricing, service level agreements (SLA), liability, intellectual property, and payment terms.
    - Strong stakeholder management skills, with the ability to collaborate effectively with clients, internal technical and delivery teams, and external business partners.
    - Excellent communication, presentation, and negotiation skills, with the ability to engage effectively with public sector stakeholders and enterprise decision-makers.
    - Proven ability to identify and develop new business opportunities and manage the sales cycle independently from opportunity development through to deal closure.

    (Advantageous)
    - Demonstrated experience in bidding for and securing Singapore Government GeBIZ tenders.
    - Experience working with public sector clients or stakeholders in Singapore and/or overseas markets.
    - Experience with enterprise procurement platforms such as SAP Ariba or SESAME.
    - Experience working with system integrators (SIs), software consultancies, or other technology partners.
    - Experience in software or systems development engagements, including SDLC, project-based delivery, or managed services.
    - Experience using AI productivity tools such as ChatGPT, Claude, or Copilot for research, proposal preparation, pricing analysis, or productivity enhancement.
    - Experience managing multiple concurrent bids within a fast-paced, deadline-driven commercial environment.
