Our client, which is an SME construction company, are currently seeking an experienced HR Manager to lead and oversee the full spectrum of Human Resources operations for their Singapore office.Candidates with experience in the construction or construction-related industry will be highly preferred.【Responsibilities】1) Full-Spectrum HR Management:- Oversee the full spectrum of HR and employment matters for the Singapore office.- Provide leadership and guidance to the existing HR team.- Manage recruitment planning and recruitment activities.- Handle employee onboarding, transfers, and offboarding.- Manage payroll, bonuses, and employee benefits.- Oversee performance management and HR policies.- Maintain employment contracts, employee handbooks, and internal HR policies.- Ensure compliance with Singapore employment laws and regulations.2) Employee Relations:- Handle employee enquiries, grievances, and sensitive employee relations matters.-Provide appropriate support to employees facing workplace or personal matters that may affect their employment.-Manage complex employee matters independently and provide practical solutions.-Support a multicultural workforce, including local and foreign employees.3) MOM & Foreign Worker Management:- Manage applications, renewals, and administration of work passes with the Ministry of Manpower (MOM), including:a) Employment Pass b) S Pass c) Work Permit d) Other relevant work authorisations- Manage the onboarding, renewal, and offboarding processes for foreign employees and expatriates.- Oversee matters related to foreign worker accommodation and dormitories.- Manage visa and work pass-related administration for foreign workers.- Liaise with relevant government authorities and external service providers.4) HR Systems & Payroll:- Operate and oversee HR and payroll systems such as Info-Tech / Infotech.- Ensure employee records, payroll information, and HR documentation are properly maintained.5) ISO Responsibilities:- Support and manage HR-related ISO compliance and audit activities.- Coordinate with external ISO consultants.- Handle documentation, audit preparation, corrective actions, and internal improvement activities.- Take temporary ownership of ISO-related responsibilities following the departure of the previous ISO person-in-charge.- Support the future transition of ISO responsibilities once additional resources are appointed.- Experience with ISO 9001 and/or ISO 45001 would be advantageous.6) BCA & Construction-Related Administration:- Handle relevant BCA (Building and Construction Authority) procedures and documentation.- Support administrative and compliance matters relating to the construction workforce.- Manage requirements relating to site-based employees, foreign workers, and Work Permit holders, where applicable.- Support employee certification, regulatory, and workforce-related requirements.7) External Coordination:- Liaise with recruitment agencies and other HR service providers.- Coordinate with MOM, BCA, external consultants, auditors, and other relevant parties.- Work closely with management and internal stakeholders on HR and workforce matters.
