    Our Client is a Japanese-listed construction company. They are currently seeking a Safety Officer / Manager to support a hospital construction project located in the Marina Bay Sands (MBS) area. Candidates with experience in commercial or hospital construction projects, particularly within an M&E environment, are encouraged to apply.

    【Responsibilities】
    - Perform duties in compliance with the Workplace Safety and Health (WSH) Act, WSH (Workplace Safety and Health Officers) Regulations, and the Environmental Public Health Act.
    - Implement and maintain effective WSH management procedures, administrative systems, and documentation processes.
    - Develop, administer, and implement safety policies and procedures in accordance with local regulatory requirements.
    - Assist in the development and maintenance of the Company's ISO standards and management systems.
    - Develop and implement emergency response procedures under the Company's Business Continuity Plan (e.g. SGSecure).
    - Lead and manage the Safety team and subcontractors in implementing the Company's safety management systems.
    - Ensure project site compliance with safety regulations and drive continuous improvement through safety awareness programmes, training, and initiatives.
    - Ensure all parties adhere to safe work practices during daily site operations.
    - Conduct daily team and individual WSH inspections, and prepare inspection reports and follow-up actions.
    - Organise and conduct WSH briefings and training sessions for the site team.
    - Lead and participate in investigations of near misses, incidents, accidents, and dangerous occurrences, and recommend preventive and corrective measures to prevent recurrence.
    - Report the findings of safety inspections and monitor the implementation of corrective actions.
    - Identify and assess foreseeable risks associated with project activities and recommend reasonably practicable control measures.
    - Develop, implement, and review risk assessments for all work activities.
    - Conduct and support Safety Audits in accordance with regulatory and company requirements.
    - Monitor and analyse project safety statistics and trends, and implement appropriate improvement measures where necessary.
    - Compile, maintain, and update all WSH reports, records, and documentation in compliance with regulatory requirements.
    - Enforce all statutory safety requirements and the Company's safety policies, procedures, and regulations.
    - Provide recommendations on proactive measures to enhance workplace safety and health standards.
    - Conduct routine inspections of project works and site activities.
    - Liaise with relevant government authorities, including MOM, NEA, and PUB, on safety-related matters.
    - Conduct safety orientations and daily toolbox meetings where required.
    - Liaise closely with Site Operations Staff, Site Managers, Project Managers, Clients, and Consultants on all safety and health matters, and attend WSH meetings, audits, and inspections.
    - Serve as the Secretary of the Safety Committee, including organising monthly meetings and maintaining meeting minutes.
    - Coordinate and implement safety initiatives, promotional activities, and continuous improvement projects.
    - Identify training needs and coordinate the necessary mandatory training programmes.
    - Perform any other ad-hoc duties and responsibilities assigned by Management.

Qualifications

    【Requirements & Preferences】

    (Must)
    - Possess a Degree, Diploma, or Specialist Diploma in Workplace Safety and Health.
    - Have at least 3 years of relevant experience and be familiar with construction site safety inspections and regulations.
    - Registered as a Workplace Safety and Health Officer (WSHO) with MOM and an Environmental Control Officer (ECO) with NEA.
    - Possess Work-at-Height and Risk Management certificates.
    - Meticulous, with good interpersonal and communication skills, and able to work effectively in a team.
    - Possess experience supporting or managing construction projects with a contract value of SGD 10 million or above.
    - Able to work independently with a positive attitude.

    (Advantage)
    - Possession of additional safety-related certifications will be an added advantage.
