Singapore's 2027 Hiring Costs: CPF, Work Pass Salary Thresholds and Other Changes to Budget For

Some of next year's hiring costs are already decided. Before you finalise 2027 headcount and salary budgets, it is worth checking which official changes will affect your payroll and hiring plans from January, and which 2026 changes will apply for a full year for the first time.
In short: Two confirmed changes take effect in January 2027. First, CPF contribution rates rise for employees aged above 55 to 65 from 1 January 2027, including a 0.5 percentage point increase in the employer rate, partly offset by the CPF Transition Offset. Second, the minimum qualifying salaries for Employment Pass (EP) and S Pass rise for new applications from 1 January 2027, and for renewals of passes expiring from 1 January 2028. Employers should also account for changes introduced in 2026, including the higher CPF Ordinary Wage ceiling and the higher retirement and re-employment ages, and review the National Wages Council (NWC) guidelines for 2026/2027.

1. CPF Contribution Rates for Senior Workers From 1 January 2027
The CPF Board has confirmed higher contribution rates for senior workers on wages earned from 1 January 2027. The changes apply to employees aged above 55 to 65. Rates for employees aged 55 and below, and above 65, are unchanged.

Source: CPF Board. Rates shown are for employees earning monthly wages above S$750. Rates for seniors earning more than S$500 to S$750 also increase proportionally. Graduated rates for first- and second-year Singapore Permanent Residents are unchanged.
Employer support: the CPF Board states that employers will receive the CPF Transition Offset, equal to 50% of the employer CPF rate increase, for each Singapore Citizen or Permanent Resident worker aged above 55 to 65. The CPF Board describes this offset as transitory, so check the latest CPF Board guidance on how long it applies.
A worked example (illustrative): for an employee aged 58 earning S$5,000 a month, the employer CPF increase of 0.5 percentage points adds S$25 a month, or S$300 a year. While the CPF Transition Offset applies, it covers 50% of the increase, so the net additional cost would be S$12.50 a month, or S$150 over 12 months if the offset applies for that whole period.
2. Higher EP and S Pass Qualifying Salaries
MOM has announced higher minimum qualifying salaries for Employment Pass and S Pass applications. The new levels apply to new applications from 1 January 2027 and to renewals of passes expiring from 1 January 2028.

Source: MOM. Qualifying salaries rise progressively with age. For EP, the 2027 qualifying salary rises to S$11,500 at age 45 and above (S$12,700 in financial services). For S Pass, the 2027 qualifying salary rises to S$5,100 at age 45 and above, while the financial services level at age 45 and above remains at S$5,650. EP applications are also assessed under MOM's COMPASS framework; check MOM for the current criteria.
What it means for budgets: for new EP and S Pass hires from January 2027, roles budgeted close to the current minimum may need to be reviewed. For existing pass holders, the new levels apply at renewal for passes expiring from 1 January 2028, which gives employers time to plan increments where needed.
3. Changes From 2026 That Carry Into 2027 Budgets
Several changes introduced in 2026 will apply for a full calendar year for the first time in 2027:
- CPF Ordinary Wage ceiling: the CPF Board raised the monthly Ordinary Wage ceiling to S$8,000 from 1 January 2026. Employer CPF applies to ordinary wages up to this ceiling.
- Retirement and re-employment ages: from 1 July 2026, the minimum retirement age is 64 and the re-employment age is 69. MOM states that employers must offer re-employment to eligible employees who turn 64, up to age 69. Where no suitable job is available, employers may transfer the obligation to another employer with the employee's agreement, or offer an Employment Assistance Payment of 3.5 months' salary, subject to a minimum of S$6,250 and a maximum of S$14,750.
- Shared parental leave: for children born from 1 April 2026 who are Singapore Citizens, eligible parents can share 10 weeks of shared parental leave. Employers pay the employee during the leave and can claim reimbursement for the allocated weeks, capped at S$2,500 per week, according to MOM. Employers may still need to plan cover for longer absences.
- Local Qualifying Salary: MOM states the Local Qualifying Salary is currently S$1,800. It determines which local employees count towards a firm's Work Permit and S Pass quota.
4. Other Developments to Monitor
- NWC wage guidelines. The NWC 2026/2027 guidelines cover 1 December 2026 to 30 November 2027. Review them on MOM's website before setting increment budgets.
- Already announced, effective 2028: Work Permit levy changes. MOM has announced changes to some Work Permit levies and levy tiers. These are confirmed but take effect from 2028, not 2027, so they are relevant mainly for longer-term planning.
