The Ministry of Health announced that all countries and regions will be classified into 2 categories–general travel or restricted category–under the new vaccinated travel framework. All fully vaccinated travelers as well as children under 12 years old will be able to enter Singapore with a pre-departure COVID-19 test from March 31,11.59 pm. There will not be any need to apply for entry approvals or take designated VTL transport to enter Singapore quarantine-free.

There will be no designated flights or ferries and no quotas applied as fully vaccinated travelers will be able to enter Singapore on any flight or ferry. Short-term visitors holding passports or travel documents issued by visa-required countries or regions must apply for an entry visa and purchase a minimum coverage of $30,000 for travel insurance (covid-19 related treatment). Visitors should also download and use the contact tracing app (Tracetogether) while in Singapore. Fully vaccinated Singapore residents and long-term pass holders who travel under the general category will no longer be required to pay for COVID19 related treatment if they test positive within 14 days of their return to Singapore. However, those traveling under the restricted category and those who are not fully vaccinated will be charged accordingly for their treatment.

From Apr 1, fully vaccinated travelers will be able to cross the land borders between Singapore and Malaysia in their own vehicles again and without the need for quarantine or COVID-19 tests.  They would be able to cross over by private transport or use the designated VTL buses. Covid-19 tests are not required. What is required are travel documents such as passport and vehicle entry permit, submission of electronic vaccination certificate via ICA’s safe travel website, and completion of SG Arrival card within 3 days of arriving at the checkpoints.

For air travel to and fro Malaysia and Singapore, fully vaccinated travelers are subjected to a pre-departure test within 2 days before departure for Singapore but are not required to serve quarantine or undergo ART after arriving in Singapore. Foreigners entering Malaysia will not need to undergo quarantine as well if they are fully vaccinated but would need to take an ART 2 days before departure. They are also required to activate the MySejahtera contact tracing app and fill up a pre-departure form in the app.
